City proposes splitting streetlight costs with HOA

The Oceanside City Council has approved paying more than half the cost of replacing hundreds of dysfunctional streetlights in a local homeowners association.  The HOA needs to approve this agreement.  The original agreement between the two, stated the city would provide routine maintenance of the lights and the HOA would pay for needed replacement.  This original agreement has expired.
