A pipe that is gushing 60-70 gallons per minute, is not the problem of the city, officials claim, but the responsibility of the homeowners association. The well head appears to be vandalized and since the pipe sits on HOA land, they are said to be responsible for getting the water turned off. In the meantime, it is discouraging for residents who worry about the wasted water during the drought.
